Provide every package as separate compiled css file for bower compatibility about tachyons

@j-mcnally sorry I might have missed the word bower. I'm not a big fan of bower and don't plan on supporting it in anyway.

I believe that each tachyons module comes with the ability to compile down to css. If you want to skip that step and just want the actual css - any of the modules that start with css- on my npm profile

have similar architecture to tachyons and are just vanilla css. Hope that helps! I haven't tried to integrate with rails yet but would love to hear about what you get setup.

@mrmrs yea no worries, any git repo automatically works with bower for free, so it just works as long as a compiled css file exists in the repo.
