Currently, the short ban is only 60 seconds.
I think this needs to be lifted to more than block time at least, perhaps as much as 4 mins.
The reason for this is that nodes can fake timeouts, to keep your node busy and only be banned for a period of the block time. This is especially important during sync and block downloads. We need to ensure we exclude those blocks for more than a single block period so that they cannot use the advantage of keeping us busy to mine on the block, and then propagate the block like normal.
