Request: Diagonal direction support about gens-rerecording

As far as I can tell there is no such thing as independent diagonal d-pad 
buttons on
any controller nor any way Gens could possibly check them, so I think this is a 
"get
a better controller that doesn't have broken d-pad design or hardware" issue.

But, we can do some troubleshooting, maybe the rgdwPOV check ranges should be
adjusted or something... If you go to the input settings dialog and click to 
reassign
a hotkey and press your diagonal d-pad button, what button name (if any) does 
it put
next to the hotkey? If you assign up/down/left/right to the d-pad, what does the
input display show if you press one of the diagonal buttons?

Oh, I think this might be the povhat issue that I fixed for Kazuma a couple 
months
ago. Raiscan, can you test and tell me if the behavior still exists?

Sorry, this works in Gens 10 but not Gens 9. I thought I tested it in Gens 10,
apparently I was mistaken. Sorry for any possible confusion :)
