Late answer.
I've just upgraded to NET 8.0 and it works.

The problem was that with Net Core 3.1 RCL libs were compiled to two different dll files, with one specifically for views (with the suffix .Views.dll). Now the compiler outputs only one file. Hence, in WebApp Startup the same assembly must be added to ApplicationParts both as an AssemblyPart and a CompiledRazorAssemblyPart, otherwise dynamic views are not found.
