move (at least) open issues from previous repository about proposal-decorators

Sorry about the broken links. I moved repositories after discussing the plans with cochampions @wycats and @bterlson as developers kept getting confused and referencing the old version.

I have been going over issues in the other repository and working to resolve them. I will port unresolved issues when this is done, but the links will probably still be broken.

Count me as another confused person trying to catch up on decorators. Until you've finished moving open issues over, can you at least add a link from this one to the old one? I had to go poke around the tc39 org to find it (if there's already a link, maybe make it more prominent?).

OK, I realize I have rreally made a mess of things. Probably I should have ported spec text from one to the other and left repositories in place. However, I am not sure moving repos back would fix things. Does anyone know how to get out of this mess? Cc @keithamus

Well, now I've moved open issues from the previous repository to this one. However, it seems like it's too late to move the repositories back.
