Better GIF support about tedicross

This is outside the scope of TediCross. It is by no means specific to this bot, and it will happen whenever anyone sends an mp4.

The meaning of the word "GIF" having become very loose, referring to any short, moving picture without sound, and not the actual GIF format. The @gif bot on Telegram doesn't send gifs, it actually sends mp4s.

Implementing this would mean converting ALL mp4s to gifs. This is not desirable. Also, converting to another format is a CPU-heavy task, and JavaScript is terrible at CPU-heavy tasks.

It will be far better having Discord implement playback of mp4s in the client, and/or the @gif bot send actual GIFs, which giphy does provide

Discord has apparently implemented playback of MP4s in the client, so this is no longer an issue
