tdesktop doesn't create emojis, it uses existing emoji packs made by third parties which in turn based on Unicode
from tdesktop.
With premium you can use absolutely custom emoji sets, though

But every concrete emoji pack is created within the frame of the abstract emojies (a static list of supported emoji types, like smile, grin e.t.c) isn't it? And I've thought that these abstract emojies list are defined in some part of the Telegram. Am I wrong here?
And if I'm correct - then my suggestion is to add the Thanks
emoji type to this abstract frame, that's being concretized by every "third-party" emoji pack.

Standard emojis are just unicode characters over the wire which then interpreted by clients or system UI toolkits. Premium emoji sets are a type of media where you indeed can add any emoji you want.
