The only change regarding API in Version 7 affects Nessus Pro licenses; Nessus Manager is the same as before. You cannot initiate scans via API on a Nessus Pro 7:

We heard rumors that API support has been removed in Nessus 7.x. Can anyone from Tenable comment on that?

The understanding I have is that the ability to launch a scan (PUT /scans) has been disabled in Nessus 7 Pro, but the ability to pull the data has not. The recommendation is to use the Tenable.IO SDK to pull the data and analytics that is required, and to launch scans.
