After train more step, about 120000，I compress and decompress the same picture again, reconstruced image is right no matter use gpu or cpu.

I think you may be running into a problem that we described in this paper. Please take a look.
One solution is to use integer networks for the conditional entropy model, as described in the paper, which eliminates the stability problem across multiple hardware platforms. The other solution is to make sure that the encoder and the decoder run on identical hardware, and that the hardware computes convolutions in a deterministic way.
