At least for now, we're trying to keep the Medium announcement up to date (as well as the whitepaper). And youre right, this one appears out of date. Ill try to get this fixed ASAP.
For the short-term, I think you want to use: tfp.vi.csiszar_divergence.monte_carlo_csiszar_f_divergence. I actually think there's something fishy in our imports as this should have been visible as tfp.vi.monte_carlo_csiszar_f_divergence. (Again, Ill fix this ASAP.)

@jvdillon There are issues with tensorflow probability importing (see issue #48), but as soon as it's up I'll look into that specific option.

I'm going to close this issue since I think the things brought up have been fixed.
For more general drift away from the medium announcement, the hope is that documentation, tutorials will be up to date, to give a more up to date version of the API.
