Force Doxygen to generate documentation of functions not in classes about tgui

Interesting, I didn't knew that doxygen ignored anything that isn't in a class.

I wouldn't even know where you would go looking for such functions if they were documented because they wouldn't be under the "Class List".

I tried adding @file in the Global.hpp file and although they did show up in the documentation (if you know where to find them), they could not be found when searching for them.

I could of course also set EXTRACT_ALL to YES, but I would like to avoid something like that.

I'll see if I can find another solution to force them into the documentation somehow.
