If you mean latent heat, then it was already implemented but not included in the main because it breaks many saves.
You can compile TPT with REALISTIC define option and check it out yourself.

Well, that's hard to tell.
Main work is now on TPT++: https://github.com/FacialTurd/PowderToypp and there are a lot of problems with it, so all new ideas are shelved. But you can expect latent heat addition later, when we will find a way to turn it on or off (for compatibility).
