Unable to skip specific scenarios about cypress-cucumber-example

I am having the same issue. Reproducible with the cypress-cucumber-example
$(npm bin)/cypress-tags run -b chrome -e TAGS="@feature-tag and not @another-tag-to-include and not @github-tag"
runs all scenarios in Facebook.feature
