Using name scopes only prettifies the graph visualization in Tensorboard:
They collect operations in its context inside a box in Tensorboard.
E.g. if one would calculate rmsd = sqrt(mean((a-b)^2))
, this would create a chain of operations which can be collected as a single "RMSD" operation / name scope.
In other words, its usage is somewhat arbitrary, you can completely remove the name scopes and the code still works.
