User management about pilos

Looks really nice 👍! The management of roles will be done by me in #12. Could you move the administration link in the navbar to the dropdown of the username (like i've done it in my branch)?

FYI: We have currently no authenticator type saved in the database, so we can't discriminate between ldap and normal users!

we have the guid, that is only set on ldap users. We should introduce something like that (authenticator type) in the future. We should also look at how easy it would be to implement shibboleth sso

I've added two new issues #19 and #20 for that.

@rhrt04 Could you split this ticket in parts and create a pull request for the finished part? Then i could implement the role management in parallel to this in my ticket.

It seems I'm mistaken with the pagination. It actually loads all user records and only show 10 per page. That's what I meant. So no pagination implemented yet :(

@dennis95stumm Sure I can move the administrator link to the dropdown. I'll try to create new tickets then for each setting page options
