i think maybe one time warning message would be better? and when click "accept" button it will be enabled

The reason for this restriction is that, there is no way to undo the actions performed in REX. This limitation results in that if you manipulate a GameObject in REX while not in play mode that change is permanent.

I thought it would result in a better user experience to just disable REX while not in play mode. However that can be debated and not set in stone 😉.

That said there is no technical reason why this is disabled and REX works just fine both in and out of play mode. It's good that you found the restriction and removed it 👍.
