I think this is only a documentation problem. I had been following directions at http://wiki.smartos.org/display/DOC/How+to+create+a+Virtual+Machine+in+SmartOS but trying to create a zone.
After more reading on the SmartOS wiki, I found a page specific to zones here: http://wiki.smartos.org/display/DOC/How+to+Use+the+SmartOS+ISO+Image#HowtoUsetheSmartOSISOImage-CreatingZones
That explained that I needed to import a dataset first. It's working so I'll close this issue.
