Hm, that error is saying that the downloaded PhantomJS archive does not have the same checksum as what is specified in the manifest. I've just downloaded the archive and run
sha1sum phantomjs-1.9.8-linux-x86_64.tar.bz2
and got
d29487b2701bcbe3c0a52bc176247ceda4d09d2d phantomjs-1.9.8-linux-x86_64.tar.bz2
which is the correct checksum. If you ssh into the VM are you able to verify that /tmp/phantomjs-1.9.8-linux-x86_64.tar.bz2 has the correct checksum as above?

I thought it might be a corrupted file downloaded, but wasn't sure how to get rid of it, so destroyed the box, started again, and didn't encounter this error
from ghost-vagrant.
