Okay, apparently I need an SDK 2.3 version of this, but does it even exist..?

If you still need help with this, you can use this tool to find out why it's failing to load the library: https://github.com/Solokiller/NativeDllTester
As for the SDK requirement, this is based off of the Github SDK which is typically regarded as SDK 2.4. You don't need any other SDK.
Additionally this is intended to be used with the Steam version of Half-Life only. WON is not supported.
