this was put to a full Unicode PRI http://www.unicode.org/review/pr-175.html http://unicode.org/review/resolved-pri-100.html and the fr_CA exception came from there. So it has had quite a bit of review. Anything can be re-reviewed of course, but just some background.

Ah ok, so it looks like most French speakers don't know (or care) about the reverse accent sorting rule, hence it's exclusion from the default French tailoring collation elements set. At the moment, Twitter doesn't support region-specific locales (eg. Canadian French), so I think this issue can be safely closed. Thanks for pointing us in the right direction, @srl295. It might be a good idea to mention in TR-10 that backwards accent sorting only applies to Canadian French -- the document makes it sound as though it's a concern for all dialects.

Right- I think it was found to not be generally expected among French speakers.
