Yes, without any sort of debugging information it's difficult to tell. Add $resp->status_line somewhere in the output on line 40 to see what message the HTTP component is returning. e.g:

$resp and $resp->is_success or die "Failed to download: [$DOWNLOAD_URL] : $resp->status_line";

OK. It says now:
Failed to download: [https://raw.github.com/cloudflare/mod_cloudflare/master/mod_cloudflare.c] : 501 Protocol scheme 'https' is not supported (LWP::Protocol::https not installed) at cloudflare.pl line 40.

I'm searching for this issue, too.
