I think we should remove the commitment of a specific sort order, since
doing so is a real pain in the ass for the current Congress, when so many
scripts are touching it. I would like the order to stay consistent if only
to provide cleaner diffs that show you only what values changed, but that
consistency can be an organic property, rather than something we commit to.
No strong feelings on this.

According to the README: "Legislators are listed in order of the start
date of their earliest term."This may be true for historical legislators (I didn't fully check), but it
is certainly not true for current legislators. That file lists Sherrod
Brown as first, even though her first term was in the 1990s, whereas John
Dingell, whose first term started in 1955, is listed somewhere in the
middle.The preferable change would be resort the current file, but I suppose
changing the README would also fix this issue.—
