I have decided this would be the basis of the first gameplay loop. Combined with trains, a cargo station would be built with a simple global economy which the city would be plugged into.
Freight trains would come and go, with money exchanged at trade time.

Except by limiting the user "play space", I don't really know how I'd have a highway going to infinity since the world is procedural (for simplicity reasons).
Maybe I should do some sort of magic "Trading place" where goods can be bought and sold magically.
