Wrote a new binary archive that can be found in <cereal/archives/portable_binary.hpp>. It will serialize out one byte saying whether the host machine is little endian on saving, and on loading it will determine if the endianness doesn't match. If it doesn't match, it flips the bytes on everything it reads in.

This has been unit tested but not tested across machines with different endianness yet. The implementation may not be ideal/optimized, but it is a start if someone with more interest wants to tackle this.

Put in warnings for floats that we only currently support IEEE floating point.
