Change font name before any public release about public-sans

"18 Franklin" wasn't available? Since it's based on Libre Franklin, and since the repo is 18Franklin, I'm curious why it's not (still?) called that.

@techieshark We were concerned that the name was a little too in-jokey, as a typeface connected to 18F. Since it's no longer under the 18F umbrella, we wanted to have something more connected to the face itself. And, honestly, the changes we've introduced since forking from Libre Franklin have really moved it away from a strict Franklin and more of a hybrid!

We going to move forward with the name Public Sans, as it connects directly to our public service mission and to the open source nature of the face. And no one else is already using it! :)
