Hi Rebecca: thanks for bringing this up. Publishing this was based on research we conducted, but also we understand that use cases across government vary quite a bit and that things change over time.
In fact, we recently spoke at an event where we recommended maybe adding another field to clarify further (section starts at 22:11, most relevant portion is perhaps at 29:00 or so), showing a vote.gov example.
We'll take a closer look at whether or not we should update the guidance. If we have questions regarding your take here, we'll reach out. Thanks again!
