试过开无痕浏览模式，重启docker，重启nginx等方式，始终没有效果

不好意思，我发现即使游客，仍然可以进行上传动作，但最终是上传失败。所以应该不算bug。但可以视为一个improvement，就是对游客，连上传动作也禁止。
