I pretty sure this line is producing the error, which is odd as I believe Root is a predefined cert store location.

I'm not sure if this is the best way to go about finding the default cert store, but it worked on my machine. Could you verify that the following commands work in Powershell and that the directories exist?

cd Cert:\
cd .\\LocalMachine\
cd .\Root\
ls

I just noticed you're running the command from the H: drive. Could you try running a turbo command from the C: drive? Is there anything special to the H: drive that could be relevant?

H drive is where I keep all my projects. Its an external drive that I use between my desktop and laptop. I don't think there is anything specific about this drive that could cause an issue. Everything else works fine.

I'm at a loss as to why the upstream dependency would be failing to load the cert store. Do you have any issues/special configuration for setting up TLS connections with other programs?

One thing I'm curious about is if you get the same error with 1.12?

I don't know what was wrong. I did a clean install of windows and its working now.
