In torrent tick:
- should connect peers?
In event loop:
- register peer state changes:
- update torrent stats
- remove finished peer session
In peer session:
- disconnect peer if neither of us have any pieces (no point to download)
- timeout peer after not sending anything for some amount of time
from cratetorrent.
