I'm not sure I understand the question.

Just wondering if there would be use for such an option :-)
Situation:
You set a template with the template define but it didn't set it in ES for what ever reason.
On the next run it won't upload it because the exec is only done when the file resource is new or changed.
In some cases you would want to have it upload the template again to ES.
Instead of removing the file on every system it could be handy to set a flag to force the delete+insert of the template into ES.
Now i think of it, in most cases you will have the template resource on a single system only ( templates are cluster wide ) so you would only need to remove it on a single machine and run puppet again.
So in the end it could a useless function :-)
