Safari on iOS and Opera on Android already have integration between media elements and the system media keys. There isn't much room for innovation here: when something is playing, it can be paused and resumed using the headphone button. I think we ought to have reasonable default behavior so that the play/pause button will actually start doing something useful without waiting for every site to adopt the API. If the defaults aren't good, use the API.

Also, it's not yet completely clear what the coupling between audio focus/session, audio playback and remote control events needs to be. In other words, making this API completely orthogonal to media elements may not even be an option. Please comment on that issue if you know more.
