Is it moa or samoa? What do you mean by perturbation technique?

Data perturbation is technique for privacy-preserving data mining.The
approach to protects the privacy of the data by changing the data through
a method.
technique which are like geometric data perturbation,randomization noise
addition, random data rotation,Random data translation technique...etc
MOA has two important measures Precision and Recall to determine the
effectiveness and accuracy of the information retrieval system. Results of
proposed approach have been quantified using precision and recall measures
provided with MOA framework.
is it possible to do same thing in SAMOA instead of MOA.
