It already does. The problem with your examples is that a vector is not a seq.

=> (seq? [])
false

But a list is a seq:

=> (seq? (list))
true

So if you use a list instead of a vector to group your repeating elements, it should work just fine:

(html [:h1 "Foo"]
  (for [id ids]
    (list [:h2 (title id)] [:p (contents id)])))
