It does not require internet for loading the floating editor. It only requires internet for working with Sass (because Sass package is not included with the extension, due to it being heavy).
I'm assuming that you mean that when you click on the icon in the browser, it doesn't load at all.

Let me guess the common cases which might be causing it and how can we identify/fix:

• Are you trying to access the html file directly in the browser from the filesystem, like "file:///C:/Users/abcd/Desktop/xyz.html"?
  If that is the case, you may go to extension's settings via chrome://extensions and give permission to "Allow access to file URLs" (assuming you are using Chrome)
• Can you try to load it on any other webpage on your localhost and check if it loads there?
• Can you open the browser's dev tools and see if there are any related messages in Console?

If you are still not able to get it to work, we will investigate it further :-)
