1. Deleted the application
2. Installed WheelLog.prg file in GARMIN / APPS
3. Runs, but there are no settings in the application Connect IQ and on the watch.

Am I doing something wrong?

It is intended that you can't access settings of side loaded apps from the phone. This is by Garmin's design. But they should be still available on the watch 🤔
Btw, is the issue fixed?

The watch has only two items in the settings.

It is normal, because I gave you a pre-release 3.0.0 version, which has some changes regarding the menu
But in release 3.0.0 menu items will be back, and you will be able to set everything from the watch
