WiX v4 has adopted a more modern build process with a single pass. The compilation is such an insignificant amount of the build process that serializing the .wixobjs to disk to immediately read them back in during linking can take longer than recompiling from source.
You'll want to update your make file to adapt to the new single-pass build command.

I keep forgetting to close this, feel free to do so (as I can't from this account). I ended up moving to the newer MSBuild format which works alright.
