Could you specify where you found this clipping bug? After reviewing thumbnail on the website in both simplified and high precision, it appears Newfoundland is present: SSCU, SSCGS, High Precision Unstandardized, High Precision Standard
I also verified Newfoundland's presence from the processed data in gbReleaseCandidate database using ArcPro.
edit: Just kidding! Found it in the simplified standard version. Will look into it.
edit2: Backend data is correct, simplification and standardization process resulted in dropping Newfoundland from the map.

This has been fixed in the simplified product, and will be incorporated in 4.0.
