Adding on to this after discussion with a number of you - it is likely the Open product may be under a few different open licenses in the short term (i.e., 4.0 timeline, maybe even 5.0), with the goal of consolidating to Open Data Commons (or something more permissive) in the longer term. Our goal is to accept only licenses that allow for:

  1. Redistribution under either:
    A) No conditions
    B) Share-alike conditions
    C) Attribution conditions
    D) A combination of B or C.
  2. Modification
  3. Both commercial and non-commercial use

While we're very close to the above 3 criteria in our open version today, there are a few boundaries that don't meet these criteria (i.e., our "For Humanitarian Purposes" licenses.)

Currently, we're considering the following license types for 4.0 Open:
