ITMS-91053: Missing API declaration - Your app’s code in the “UGVChargers.iOS” file references one or more APIs that require reasons, including the following API categories: NSPrivacyAccessedAPICategoryFileTimestamp.
Regarding the email from the App Store, you need to read and implement what's described here: https://github.com/xamarin/xamarin-macios/blob/main/docs/apple-privacy-manifest.md
As for the failure of your app to launch (which is unrelated to the email), we'll need a way to reproduce the problem ourselves (a test project) in order to figure out what's going on.
