add readme

We need a readme that gives a small example of how to use these stylish-haskell checks.

add tests

It would be nice to have a very simple test that the stylish-haskell tests in this repo actually work.

The tests should be run with the GitHub Nix Action.

This Repository could be subsumed into xc-jp/nix

This repository is called out to by xc-jp/nix and the hope is that other repositories would only reach this one by going through xc-jp/nix. The contents of this repository are within the scope of xc-jp/nix 's goals. So it seems practical to allow xc-jp/nix to subsume this repository entirely.
