Hi, you can contribute to the repository after registering for hacktoberfest. Having the tag isn't a must, it just helps index repos easily (anyways, this repo has the tag). You can make the pr, I'd merge it on October 👍

I've done that. However, the README file does not provide any guidance as far as opening issues is concerned. That's why I'm asking. I'd hate to start working on the translation and find out that someone else did the same and their pull-request was merged first. Other projects I've contributed to ask for contributors to open issues, so the maintainers know there are not two people working in the same feature without knowing about each other. If you could update your README file with that kind of information, it would be very helpful, specially for people that want to contribute with the project and don't want to risk having their work thrown out. :)

Just checkout the locale directory as to whether the translation exists. If not, read the details on submitting a locale pull req. in the readme..
