Currently, you can use pytorch > 0.4.1 for ESRGAN.
The required CUDA version depends on which pytorch you installed (can be found https://pytorch.org/get-started/previous-versions/ ).

I think Nvidia arch and Nvidia card type are not important because they will be handled by CUDA.

You can also test with CPU, but the speed is very slow.

Since you mentioned (in the current Readme.md) you require Pytorch >= 0.4.0, Pytorch 0.4.0 supports at minimum CUDA 8.

CUDA 2.1 was released 12 years ago, so I can't even use Pytorch.

It seems that pytorch does not support cuda2.1.
You need to update the cuda version.

Yep, hence my request for you to add just an extra bit of info to your README.md, stating that PyTorch requires minimum of CUDA 8.0. This is the missing info that's left out in the Dependencies section.
