Setup errors on GitHub actions about core

Hrm, in other cases it's this:

...and yet in other cases it's:

It's also not consistent on all Windows images, and not reproducible. I'd bet if I re-ran the tests I'd be experiencing different results, or no failures at all.

Simply re-running the tests this morning "fixed" the bug. Looks like temporary issues
