What's the use case for this?

One use case is when somebody is standing behind you or working with you at your desk they'll be able to see part of the messages you're receiving which is something you may not want.

this is why notification center in mac os x has "do not disturb". i don't see that as an app problem.

The use case is exactly what max said. You still want to see the notification you just don't want a preview of the message showing. If I'm pair programming at work and my wife sends me a message I still want to see a notification but don't want the message content on screen until I choose it to be.

You can still set notification center to only show bouncing dock + unread count while avoiding banners. It's not the same but it's an application-wide decent alternative.
Making this a per-conversation setting is against the minimalism we are pursuing and i don't see a strong case for it. Anyway, new ideas and pull requests are welcome so I leave this open for now.

Is this true? With the following settings:

I get a message counter in the badge in the dock, but no bouncing. Since I use a hidden dock and don't use banners for the reasons previously cited, I have no way of getting notifications other than noticing them in the task switcher or if I happen to reveal the dock.

Choice is good. It'd be great to have support added for this in Windows, including the ability to disable notifications completely. The #11 feature request would be good in that use case.
