해결!
원인
Base URL 설정을 Root 컴포넌트에서 useEffect로 적용중이었기 때문에 todos로 바로 갈 경우 컴포넌트 마운트 전에,(즉 useEffect 작동 전에) todos를 호출하여 8080포트가 아닌 5173으로 요청을 보내 get 오류가 발생한 것이었음.
해결
axios baseURL 설정을 useEffect 밖에서 처리하도록 코드 수정
