I think this error is not the same.
0x80007005 is unknown error.
please try these:
- reboot computer (Windows 1803's WSL Service is unstable)
- run
wslconfig /u Archcommand for full uninstall instance. - run in eleveted-shell.

Seems it was a permission issue.
wslconfig /l /all did not list the old installation
Running from an elevated promt or moving it into the home folder worked.

Yes,that HRESULT is E_ACCESSDENIED.
UNKNOWN is 0x80004005.
