I think that test directory should be created by default as it is recommended in zf2 documentation - MVC Basic module Structure

I'm a little confused and don't know what to do with public directory... I think it isn't widely used but recommendation is recommendation =)

What do you think about providing --without-public and --without-test flags?

@roman-1983 Where did You found that there should be language directory for translations?

Ok, I've found that language directory is used in ZendSkeletonApplication (the same which is used as a base when creating project with ZFTool;).
I think that the best way will be to use flags --with-test=0|1 and --with-languge=0|1 with default values --with-test=1 (because it is in recommendation) and --with-languge=0 (because it is not in recommendation)
