I had to "pin" my PHP version to 7.2.17-1 to get the debian updates to not conflict w/ the requirements for autofill.
I have a ruff guide for how to backport and blacklist the update for debian here:
Hope this gets you going in the right direction. You may have to google for how to blacklist upgrades on your given distro.

i have tried that no anvil... but is it the x.x.27 update that fucks with it? i have some trubble finding other needed dependeries.... lib32tinfo5 lib32ncurses5 those...

For now Ubuntu 19 is not supported - please use 18.04.
I believe Ubuntu 19 also does not have the 32 bit dependencies you seek, which will stop SteamCMD from working.
