旧版本的好像不行。
新版本的chatgpt模型（比如chatgpt4），本身有tools功能，默认情况下会自己看情况去调用各种tools。相关资料：https://platform.openai.com/docs/guides/function-calling

可以写个时间插件，获取本地时间，并加入到contex内，这个需要有编程基础。
也可以直接使用linkai的服务，直接开启时间插件即可使用，参考应用接入，插件
