Make a config option for enabled/disabled hidden bid behavior

example hidden bids consist of (current behavior)

A diamond sword is currently at $500, player bids $1000, the displayed bid goes up to $510, and when players try to bid it will increase by 10 till the item bid goes over the $1000 bid.

example non-hidden bids consist of

I'm always frustrated when I am currently winning an auction and would like to raise my max bid, however, I am unable to bid again if I'm currently winning the auction.

I would like to be able to use /bid command again even if I am winning the auction currently to increase my max bid.

Example scenario

I am currently winning an auction for $500, I would like to increase my bid to $1000. /bid $1000 returns:
"You are already winning this auction but you have increased your max bid to $1000." Instead of "You cannot bid you are already winning this auction."

When a player no longer has enough money to win the current auction give the item to the next highest bidder instead of essentially canceling the auction.

Example message:
{broke_player} would have won the auction but no longer has enough money! Shame them! {player} has won the auction instead!

Change the wording on the update notification from "New:" to "Latest:"
